Sheffield Wednesday Deals with Major Issues, Says Football Regulator

'We will play a key role in football's future' - football oversight chief David Kogan

Sheffield Wednesday's ongoing struggles are seen as a "serious issue" and the football regulator is seeking powers to examine team situations in such situations, the recently named head the official has declared.

Through a comprehensive talk, the chairman, who was named to the position this week, voiced concern towards supporters of the Owls.

Kogan met with four supporter groups representing the football team this week.

The football club have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on multiple instances, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the great brands for football in England and in recent days we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs referred to us if they warrant scrutiny and acted upon."

Monetary Issues and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although those limitations were removed in August.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the supporters of Wednesday, other clubs in similar situations where supporters are loyal to a local institution that has existed throughout their lifetimes in numerous instances.

"I completely understand Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the followers."

Inquired if the regulator could force an owner to sell a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to collaborate with owners.

"Our least desirable course of action is commence engagement with an individual club, an individual owner, without having the opportunity to collaborate with that owner to try and resolve the problems affecting the organization and the chairman's encountering," the chairman stated.

"However, realistically, when you review the record of football, over the recent generations there have been particular chairmen, few in number, but some who have been irresponsible in the approach they have taken toward their organizations and finally decline to assume obligation for the long-term prospects."

'Errors may undo substantial development'

The regulator engaged officials from numerous teams to lay out the remit of the authority recently and maintained it represented a "forward-thinking discussion" with a "high level of engagement" from the National League to the Premier League.

"This position carries substantial significance, because should mistakes occur, if the world of football gets it wrong, the significant advances achieved could disappear rapidly," Kogan said.

"This represents everyone's worst fear in the context of the English game is a major achievement - we must maintain momentum.

"Substantial financial resources flowing into the game and has been channeled for the recent generations, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an economic entity of the Premier League.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of England. But concurrently, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, actually, they have been advising us privately they have a considerable comfort."

Ideological Links

The chairman continues to confront a "thorough examination" by the official appointments authority after he revealed he contributed money to the political party in recent years.

The official contributed funds to government minister the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any type of partisan engagement."
